This is an excellent quality Sovereign Aristocrat pocket knife made in Seki Japan in the 1980s by G. Sakai. Very similar to Al Mar knives, featuring AUS-8 blade and rubber handles with nice lockup. Measures 4" long closed. A Seki warehouse find. This is a high quality knife and very scarce.
